Requires read scope.

Needs a member's token and the editor role. Meters as AI usage against the space credit measure. Kept once for the pair, and read from either variant. Refused with 409 when the deal review is switched off (feature_off) or a run for the pair is in flight from either variant, and when the plan does not permit it.
